They find them in hospital beds, half gone, and offer a fix. New limbs, new wiring, a body that works again. The Social Welfare Agency does this out of the goodness of its heart, or so the paperwork says. The girls wake up in Italy with no memory of signing anything. Then comes the handler. A man assigned to each girl, a partner, a keeper. He brings her to the range, teaches her to breathe, to shoot, to smile on cue. What the girls feel for these men is not something they chose. It was installed, along with everything else. They know this. They love them anyway. Their targets are government problems that need quiet solving, and the girls are very good at it. Between jobs they argue over snacks and worry about being scolded. That is the part that gets you. A handler watches his charge field-strip a pistol, then watches her fall asleep on his couch, and somewhere in all of it the line between tool and child disappears. For him, at least. For the girls, it was never there to begin with. So what happens when one of them finally asks for something the Agency cannot program?
