Shinatora tears down whole blocks of downtown Tokyo and puts up ugly concrete boxes in their place. Someone who calls himself Benten has had enough. He blows one building sky high, then another, always the same owner, always Shinatora's name on the deed. The FBI sends a bomb disposal expert named Lisa Hoshino to Japan on a lecture tour, robot assistant in tow. Local cops hand her a babysitter: Ryotsu, who would rather be napping. Then another email lands at the Katsushika station. Benten's next target is Shinatora World, the giant amusement park that just opened. Lisa and Ryotsu race over. What waits for them inside is a Soviet-era rocket with a bomb big enough to flatten the entire district. Every person in Kameari is standing under it. Why does Benten only go after Shinatora's buildings, and what does he actually want?
