Inspectors Arata Shindou and Kei Mikhail Ignatov have spent years chasing a shadow syndicate called Bifrost, and they are finally close to the truth about how their families died. Then the doors of CID headquarters slam shut. Bifrost agent Kouichi Azusawa walks in, takes Shindou and everyone around him hostage, and turns the building into a trap for the people who used to protect it. Down on the street, Unit 01's supervisor scrambles for a way back inside while Chief Mika Shimotsuki works the crisis from outside. Two men who once wore the CID badge, Shinya Kougami and Nobuchika Ginoza, are pulled back into the fight. Azusawa wants Tokyo's governor Karina Komiya to resign, but that demand is only the loud part. Something quieter is moving underneath it all, and it reaches straight into Shindou's own past. To save the people sealed inside with him, Shindou has to face Azusawa and the memories he has been running from at the same time. The mystery that he and Ignatov could never crack is finally within reach. But when the bullets stop and the building is quiet, which of them will still be standing on the same side?
