Three men drink at the Lupin Bar, night after night. The youngest executive the Port Mafia has ever had, Osamu Dazai. A low ranking grunt, Sakunosuke Oda. And Ango Sakaguchi, who works in intelligence. Different ranks, different jobs, same corner table. Then one evening Ango simply does not show up. All that is left of the trio is a photograph taken at the bar. Jump to the present. Dazai now wears a different coat and answers to the Armed Detective Agency. That is when an American outfit called the Guild sails in, led by Francis Fitzgerald, and they are not asking nicely. Their target is the Agency's work permit, and they will burn the whole city down to get it. Suddenly the Agency is squeezed from both sides, with the Port Mafia pressing in too, and the old balance that kept Yokohama steady is gone. What the Guild did not count on is how many other gifted groups are waiting in the shadows for their turn at the table. New enemies, new allies, and Atsushi Nakajima in the middle of it, still unsure he belongs anywhere. What exactly did Dazai see in that photograph that made him walk away from everything he had?
