In Stern Bild City, superpowers are a TV business. The ones who have them, the NEXT, chase criminals on live broadcasts, slap sponsor logos on their suits, and rack up Hero Points. Whoever finishes the year on top gets crowned King of Heroes. It is part sport, part advertising, and everyone is watching. Then the ratings start to slip for Kotetsu T. Kaburagi, aka Wild Tiger, a veteran who has always worked alone and has nothing to show for it lately. His punishment arrives in the form of a partner: Barnaby Brooks Jr., fresh out of training, who introduces himself by his real name and clearly wants no part of this arrangement. Kotetsu calls him Bunny within a day. Barnaby hates it. The two could hardly be more different, and their bosses don't care. Work together or wash out. But while they bicker in front of the cameras, something else is moving behind the sponsors and the scoreboards, and it has nothing to do with points. Why would a rookie hero with everything to prove be hunting something the show never mentions?
