A homemade nuke turns Sarajevo into dust in a single day. That is how the war on terror really begins. The big democracies respond by watching everything and everyone, cameras on every corner, files on every face. Meanwhile the developing world starts tearing itself apart, one massacre feeding the next. And one man seems to be quietly pulling strings behind all of it: John Paul, an American nobody can quite pin down. Intelligence agent Clavis Shepherd gets the job of hunting him. He follows the trail through ruined cities and broken countries, and every step makes the world look less like a battlefield and more like a machine built to kill. The closer he gets to John Paul, the less he understands who the real enemy is. What exactly is a genocidal organ, and what happens when Shepherd finally stands in front of the man who might have built one?
