Three years after the mess with the Babylon Project, the old crew has drifted apart. Gotou sticks with the Patlabor detail, and Shinobu Nagumo stays close, though the two of them have never quite figured out what they are to each other. Then a UN labor unit gets wiped out in Southeast Asia, and something ugly starts moving through the ranks at home. The terrorists aren't outsiders. They're working from inside the military, feeding off public distrust of the Ground Self-Defense Force, and the whole country is a few bad days away from martial law. When Nagumo digs into who's pulling the strings, she finds Yukihito Tsuge: her old mentor, and the man she used to love. Gotou drags the team back together, Noa Izumi climbs into her labor, and they go hunting for a ghost from Nagumo's own past. To stop a coup, she has to face what she and Tsuge were to each other. Can she arrest the man who taught her everything before Japan tears itself apart?
