Three childhood friends could not be more different. Ran chases fame with a spray can, Shuuta carries guilt from a fire he could not stop, Kouki clocks in at the very unit that watches over everyone's safety. What holds them together is the 24th Ward, an artificial island in Tokyo Bay where a system called Hazard Cast predicts accidents before they happen. Sounds like paradise. It mostly is, until the day it isn't. A year after Kouki's sister Asami died in a school fire, the three meet again at a memorial. Then their phones ring at the same moment. Her voice is on the line. She shows them pictures of what is coming and tells them to pick one of two bad outcomes. The system that keeps this island safe never saw this coming, and it has no idea what to do about it. Now the trio has to decide fast, over and over, with lives hanging on each choice. Ran, Shuuta and Kouki each bring something different to the table, and none of them is willing to just accept the future they were handed. But if the calls keep coming and the choices keep getting worse, how long can three friends keep saving a city that might not want to be saved?
