Edo, 1783. The city hums with merchants, lantern light, and a lot of knives in the dark. Heizou Hasegawa runs the office that keeps all of it from boiling over. Catch a thief, question him hard, break the whole gang. That is the job, and Heizou does it without flinching. The criminals he puts away whisper a name for him behind their hands: Devil Heizou. Here is the turn. The Devil is not the villain. He is the man standing between ordinary people and the worst of the underworld, and his methods are as brutal as the men he hunts. Torture a prisoner to make him talk. Flip a captured robber into an informant and follow the thread wherever it leads, even when it runs into places a chief officer is not supposed to touch. So what happens when the only way to protect a peaceful town is to be the most feared man in it?
