Jean Otus has a desk job with a great view of the whole kingdom, and it mostly means paperwork. He's second in command at ACCA's inspection department, the agency that keeps an eye on the organization's thirteen regional branches. The kingdom of Dowa has held together for a century now, ever since the king and those thirteen regions worked out their peace deal, and ACCA is the machinery that keeps it that way. Stable. Boring, even. Then Jean starts taking the train. A routine audit here, a routine audit there, coffee and cigarettes on the platform between stops. Rumors follow him anyway: whispers about a coup, about his own name tangled up in something he didn't do. So the quiet guy with the tired eyes is suddenly the one everyone is watching, and he's watching them right back from the window seat. Each branch has its own food, its own weather, its own secrets. Jean checks the books, asks his questions, and files his reports, while somewhere above him the palace and the ACCA brass play a game he can't quite see. Is he really the man investigating the plot, or is he already part of it?
