The storms came all at once. Hyper hurricanes tore across every continent in 2010, drowned the plains, froze the north solid, and cut eight billion people down to three. What was left of the world picked sides fast. Inside the economic zones, the ruling class calls itself Logos and keeps order with guns. Outside, the poor, the Revenus, get nothing but dust and hunger. Then two soldiers run. Jo Katsuragi and Jin Tsurasawa break away from Phantom, the unit built to watch the Revenus and crush anyone who steps out of line, and they don't go alone. They take a girl named Sana Nobuto with them. Why her, why now, nobody says out loud. Phantom wants her back. So does someone else. Everyone who comes looking has his own reason, and none of those reasons match. Two men on the run, one girl in the middle of it, and half the country hunting them down. What is it about Sana that makes powerful people forget everything else?
