Academy City looks like a clean, futuristic school town, two point three million people and most of them students. Behind the glass and the labs, eighty percent of those kids are enrolled in a brain development program. They call them espers. Only seven ever hit Level 5, and one of them is a middle schooler named Mikoto Misaka, who can bend electricity to her will and fire coins like bullets. Her friend Kuroko works for Judgment, the student-run patrol that keeps the streets in line. Mikoto mostly just wants a normal life. Then people start collapsing. Random crimes, kids going berserk with powers they should not have. Every case traces back to the same rumor: the Level Upper, a device that supposedly boosts your esper level just by using it. Nobody has seen it. Everybody wants it. Mikoto digs in, and the deeper she goes, the less the city looks like the shiny utopia on the brochures. Her friends get pulled into the mess with her. Kuroko wants to protect her. Mikoto wants answers. So who is actually running Academy City, and what happens to the kids who never wake up?
