Kei Agemaki looks like the perfect soldier. Handsome, polite, son of a famous general, exactly the kind of man Zakuro has been waiting for. Then the first evening together happens. Zakuro finds out what he's been hiding his whole life: the guy is terrified of anything supernatural. And she is a fox spirit. So much for the prince of her dreams. The new Ministry of Spirit Affairs throws human officers and youkai girls together as partners, whether they like it or not. Two cheerful twins get a loud little soldier, a quiet, serious girl gets a steady, dependable one, and Zakuro gets Kei, who can barely stand to be in the same room as her. Their job is to look into strange incidents involving spirits. The country is changing fast. Western customs are everywhere, youkai have just been recognized as a minority, and even the switch to a new calendar has stirred up real anger among them.
