Ten years after the Apathy Syndrome nearly broke the country, Shin and his little brother Jun come back to Ayanagi, the coastal city that was rebuilt to bury the past. Their older brother Ryou is waiting for them, except he barely is. He runs the local police, and something is very wrong in his town. A submarine crew vanishes while the sub is still underwater. People start going blank again, exactly like before. Then a high schooler turns up dead, his body twisted practically inside out. Ryou catches a thread leading to the people behind it and disappears into the case, leaving his brothers alone at home. Shin starts dreaming things he cannot explain. Cornered, with his life on the line, he wakes up something inside himself. They call it a Persona. Now the three brothers are standing on opposite sides of a secret, and the city that was supposed to be finished with all this is only getting started. How much does Ryou actually know, and what did he decide before Shin ever came home?
