Tokyo is sinking money and concrete into the Babylon Project, a rebuild so huge it keeps growing new islands out in the bay. The heavy lifting gets done by Labors, giant robots built for construction work, not for fighting. Then a man tied to the whole plan turns up dead at a worksite, a suicide nobody can quite explain. That is when the machines start acting strange. A Labor goes berserk without a pilot worth blaming, then another, and the police unit under Captain Gotou has to figure out whether this is sabotage, a ghost in the software, or something far worse. Noa Izumi climbs into her Patlabor, Alphonse, and gets sent out while the city keeps falling apart block by block. What does a hacked program want with Tokyo, and why does every answer drag them closer to something biblical?
