2029, Niihama City. Cybernetic limbs are as common as smartphones, and the line between a person and a machine has gone blurry. Public Security Section 9 handles the mess: corruption, terrorism, whatever else crawls out of a fully networked society. Then a hacker called the Puppet Master starts leaving bodies behind. Not dead bodies. Empty ones. People with their memories scooped out, walking around like nothing happened. Major Motoko Kusanagi leads the hunt. She is more machine than most, and she knows it. The trail should be simple: find the hacker, shut them down. It is not simple. Section 6 pushes its way into the case, and suddenly nobody agrees on who the real target is. The Puppet Master slips through every net, almost like being caught was never the point. Somewhere in the middle of all this, Motoko stops asking how to catch the Puppet Master and starts asking why the Puppet Master does any of it. What if the thing they are chasing is not a criminal but an answer? And what happens when a woman who is barely sure she is human finally meets someone who can tell her?
