Terrorists blow up Tokyo. The police answer with torture and bullets, and Angel is the best trigger they have. She doesn't slow down for bystanders, doesn't ask questions, just fires. Then killers start dropping dead. Criminals, the worst ones, found in ways that turn stomachs. Angel and her partner Raiden trace the bodies to three psychics who call themselves the Hunters and think they're cleaning up the city. Cops and psychics trade blows, and two of the Hunters start to wonder if they picked the wrong side. The third one doesn't care. He just likes the killing. Cybernetics show up from somewhere deep in the shadows, and suddenly he's hunting the Special Security Force itself. Angel has to fight back with a partner fresh off the operating table and two psychics she was shooting at last week. Someone upstairs is pulling the strings, and nobody knows who. Can she find the rogue psychic before he finds her?
