Kansai glows. Neon screens wrap every building, and from a train window it looks like the future arrived early. Down in the alleys, though, the police have lost their grip. The criminals running those streets are called Akudama, and the worst of them have names the whole city knows. One of those names belongs to Cutthroat, jailed for killing 999 people. His public execution is days away when a message lands in the pockets of several top Akudama. Break him out, it says, and the payout is enormous. They are killers, thieves, con artists, so of course they bite. Not one of them wonders who sent it or why the same offer reached so many dangerous people at once. Kansai lost a war to Kanto long ago and never really accepted the leash, so a city this crowded with grudges makes a fine stage for whatever is being set up. The execution was supposed to be the main event. Now the streets are filling with people who treat a rescue like a warm-up, and whoever is pulling the strings is counting on exactly that. Who benefits when a city's worst criminals all arrive at the same place on the same night?
