Neon burns across Tokyo after midnight. By day it is just a crowded city, all trains and tired faces. After dark the streets split into turf: SARU in Musashino, WU-RONZ in Bukuro, HANDS down in Shindyuku. Every block has its own boss. Kai runs with SARU and has earned his place there. But Tera, the man in charge, wants no part of a war. He tells his boys to sit tight, to swallow it, to let things ride. Then WU-RONZ, who are worse than SARU by a long shot, decide to come for them anyway. Tera keeps waving it off. Sooner or later a crew gets tired of being told to stay calm while someone else sharpens a knife. How long can Tera hold his people back before the block decides for him?
