Six months after the battle for Britannia, Yoshika Miyafuji is back home in Fuso with a middle school diploma and no war left to fight. Then a letter arrives. It was supposedly written by her father, who has been dead for years, and inside are blueprints for a Striker Unit built for her and no one else. He thought she would need it. Over Venezia a Neuroi nest has appeared, bigger and meaner than anything the witches have faced, and it has already eaten the north of the country. Then something stranger shows up: a humanoid Neuroi that seems to want to talk, not kill. Because of that, the witches sent to make contact with a nest are wiped out before anyone can learn its language. When word reaches Fuso, a support unit ships out to pull survivors from the ruins, and Yoshika goes with them. So does Mio Sakamoto. Yoshika is a civilian now, no rank, no orders, just friends she refuses to leave behind. Her father's machine is waiting somewhere in Europe, and the nest is waiting too. What happens when the thing that only wanted to speak decides it has nothing left to say?
