Nene has a full metal body and a head full of sunshine. On a cruise to Cenancle Island she bumps into Uzal, a rich inventor with a strange streak, and Clarion, Uzal's cat-eared companion who growls if you touch her. Nene is delighted. Another cyborg girl, finally. Then the island comes under fire. Terrorists hit the city, Uzal makes a choice that puts Nene right in the middle of it, and before it's over Nene carries the Pandora Device in her body, able to borrow skills she was never built for. Uzal is gone, or seems to be. Clarion and Nene start taking jobs together. Dragging kids out of a burning mall. Chasing off thieves who don't think things through. All of it for world peace, which is a big word for two girls with no plan. Meanwhile a sentient laser shaped like a lumpy teddy bear named B.U.E.R keeps causing chaos, mostly of the perverted kind, and Nene's guardian Takumi, a genius inventor, wants that bear badly. Can two friends hold a whole world together when everyone else keeps pulling them apart?
