A bomb tears through Newport City and kills an arms dealer who was mixed up with the shadowy 501 Organization. That is the mess Daisuke Aramaki needs buried, so he brings in Motoko Kusanagi, a woman whose body is almost entirely cybernetic and whose hacking skills are worse news for anyone hiding something. The war ended a year ago. The killing has not. Then a virus called Fire-Starter slips into the system and starts spreading on its own, and Japan's prime minister drops dead at the hands of a cyborg nobody can identify. Motoko and her elite squad get pulled off the bombing and thrown onto the outbreak. Every trail they pull on leads somewhere uglier: corruption inside the government, a broker who knows more than he should, a culprit who could be standing on any street in any body. When a target can look like anyone and hide inside anyone, the only thing left to trust is your own Ghost. But how do you know yours has not already been infected?
