A giant UFO tears across the sky and slams into farmland near Nagaoka. Tsubasa Misudachi is just a regular girl until that crash, and then J.J. Robinson hands her a NOTE, a sleek device that turns her into a Gatchaman. Hajime Ichinose, all energy and weird ideas, takes her under her wing while the team watches Tachikawa. Meanwhile, CROWDS has spread everywhere. This system pulls human souls into physical form, and the prime minister himself supports it. So the country is split, and not everyone is happy about it. Then a plane carrying the prime minister gets hit. A group called VAPE is behind the attack, and they use red CROWDS, twisted versions of the same power, to smash things and terrify people. Every time they strike, public opinion turns harder against the technology. It's been a year since the Tachikawa incident, and the same power given to Rui Ninomiya by the alien Berg-Katze is now loose in the world. Tsubasa barely knows how to fight. Now she has to help stop an enemy that turns the very thing people love into a weapon. Can a rookie hero and her team shut down VAPE before the country turns on CROWDS for good?
