A shadowy outfit called ACROSS has a plan to save the world from rot, and it starts with one city: Fukuoka. Their leader, Il Palazzo, is a beautiful, otherworldly man who delegates everything and spends his days on video games, music, and English lessons. The actual work falls to two officers. Excel is cheerful, impossible to kill, mostly clueless, and hopelessly in love with her boss, thrilled by any scrap of attention he throws her, even when it is an attempt on her life. Hyatt is her opposite: calm, quiet, and so unlucky that living things drop dead around her, herself included. She dies. A lot. Then she gets back up. Their targets keep slipping away, thanks to the City Security crew: three ordinary guys, one terrifyingly strict girl, and a few robots who somehow hold the line. Every mission Excel and Hyatt take on collapses into chaos, corpses, and property damage. Excel takes side jobs to keep ACROSS afloat. Hyatt collapses mid-sentence again. Il Palazzo watches none of it. Every episode picks a different anime genre to skewer, from fantasy to sports dramas, and the jokes land on everything in between. So what happens when the world's worst conquerors keep failing upward, and their boss never notices?
