The war chewed through the Earth Federation's best people and left the government gutted. So Brian Midcrid, the man who ran the Unified Colonies, steps into the president's chair. Then he does something nobody saw coming: he calls an emergency session of the Federation Diet and tells the whole world that aliens are real. Not a rumor. Not a leak. He lays out the L5 campaign itself, the battles that got buried, and puts humanity's new enemy on the record. They start calling it the Tokyo Declaration. The catch is that saying it out loud changes everything. Old alliances crack. Panic spreads faster than any briefing can contain. And somewhere out there, the threat he just described is still watching. Can one speech really prepare an entire planet for what is coming next?
