Student Council's Discretion

Four beautiful girls run Hekiyou Academy's student council, and none of them have any interest in doing actual work. Ken Sugisaki clawed his way to the top exam score just to grab the one seat that is not elected by popularity, and on day one he announced his plan out loud: this council will become his personal harem. The girls do not swoon. They barely look up from their snacks. So he sits there as vice president, surrounded by exactly the fantasy he wanted, and it goes nowhere. They'd rather sort club paperwork and plan school events than give him the time of day, and every attempt he makes lands flat on its face. He keeps trying anyway, which is either dedication or pure stubbornness. Will Ken ever get even one of them to take him seriously, or is he stuck forever as the guy who does the paperwork while they ignore him?
