The suggestion box outside the student council room never closes. Medaka Kurokami, the strongest girl at Hakoniwa Academy, answers every slip of paper inside it, with Zenkichi, Kouki and Mogana backing her up. Homework problems, love problems, supernatural problems. She takes them all. Then the principal himself starts the Flask Plan, and the school stops being a school. A group of superhuman students called the Thirteen Party moves in, led by Oudo Miyakonojou, who looks at Medaka and sees something he wants to break. An old enemy comes back too. Suddenly the council is fighting for the building they used to run. Oudo is arrogant and strong enough to deserve it, the principal's plan has layers nobody has counted yet, and Medaka keeps smiling through all of it. The question is whether that smile is confidence or something worse. When the strongest person in the room finally meets someone stronger, who exactly is she fighting for?
