Mikoto Suoh's power keeps eating away at him. Holding back that much destruction day after day has left the Red King frayed at the edges, and it shows. Then the Dresden Slate picks Reisi Munakata as the new Blue King, a man with a very different idea of what order looks like. Their first meeting goes badly. Very badly. What starts as a clash between two kings hardens into a full standoff between HOMRA and Scepter 4, with Munakata taking his first steps down the path of justice. Two kings, one city, no room for both. Who really started it?
