A fifteen year old named Kamui comes back to Tokyo in 1999. His mother is dead, and her last wish sent him home. Two friends from childhood are waiting for him: Fuma and Fuma's little sister. For about a day it almost feels like a normal homecoming. Then Kamui learns what he actually came back for. He has powers most people only dream about, and those powers come with a choice that has no good answer. Two armies are forming, the Dragons of Heaven and the Dragons of Earth, and one of them has to be wiped out. Not defeated. Destroyed. Save the city or burn it down to build something cleaner on the ashes. Kamui is the one holding the switch. Twin sisters Hinoto and Kanoe see the future coming, and each one sees a different ending. So each one starts rounding up fighters and weapons to make her own vision come true. What neither of them knows is that someone out there is stronger than every dragon combined, and he gets the final say over what happens to the planet. Which sister actually has it right, and what does that leave Kamui to decide?
