In 2029, Niihama City runs on cybernetics. Limbs get swapped for robotic parts, brains plug straight into the network, and memories can be bought, sold, or simply stolen. To keep a lid on all of it, the government quietly set up Public Security Section 9, a unit built for crimes that did not exist a generation ago. Major Motoko Kusanagi leads the field team. Her body is almost entirely machine, and she is very good at her job. Then a hacker called the Puppet Master starts leaving bodies behind. Not dead. Emptier. Victims wake up with whole chunks of their lives missing, and the trail goes cold every time. It should be a straightforward hunt, except Section 6 keeps showing up where it has no business being, and the case starts to smell like politics rather than crime. Motoko pulls the thread anyway. The deeper she digs, the less the Puppet Master looks like some criminal to be caught and the more it looks like something answering questions she has been asking herself for years: what is a person, exactly, when the body is a shell and the mind is just data? Who is she, if her memories can be edited like a file? And what does the Puppet Master want with her specifically?
