Tokyo is racing into a new century. Trains, gas lamps, brick buildings replacing the old wooden city. Everyone is busy building the future. Then a man named Yasunori Katou steps out of the shadows, and he hates all of it. The new Tokyo, the whole idea of it. He wants the city flattened. His plans don't stay abstract for long. The Tatsumiya family gets pulled into them, and what he does to them is strange, cruel, and very personal. Katou isn't just some bitter man with a grudge. He has power behind him, and nobody in the government or the police seems able to stop what he's setting loose on the streets. Can anyone stand in his way before Tokyo burns?
