The world drowned a long time ago. A handful of floating cities is all that's left, and Maia Mizuki has a plan: ace the Ocean Agency exams and join the elite government force that runs what remains. She's fifteen, she's smart, she's alone. She's sure of it. Then the results go up and her name isn't there. Hours later she's lost her home, her wallet, and roughly her dignity, which is how she ends up a hostage in some back alley and then, for good measure, shot. Two women yank her out of that mess: Rena and Shizuka, who run a tiny odd job outfit called Nereids. No uniforms, no glory. They fish stray cats off rooftops and chase wanted men through markets, and Maia signs on because she has nowhere else to sleep. It's funny, it's broke, it's not the future she wanted. Midway through, though, a name starts showing up in their cases. Daphne. And whatever Daphne is, it has been waiting for Maia. So why does a girl who flunked an entrance exam matter so much to someone out there?
