A sunny July afternoon, and Jirou Hitoyoshi is hunched over a listening device, eavesdropping on a secret meeting between a government scientist and an industrial spy. His cover doesn't hold. The spy drops the act, peels off his human face, and turns out to be an alien. Into the chaos steps Kikko Hoshino, who pours coffee at a cafe and fights as a magical girl on the side. She's one of countless superhumans quietly living among ordinary people: space titans, goblins who've been around since ancient times, cyborgs cooked up in labs. Jirou works for the Super Population Research Laboratory, a government shop with two jobs. Protect the superhumans who defend us. Get rid of the ones too dangerous to keep breathing. Kikko earns an invitation to join the team. Now jump ahead five years. Tokyo has soured on anyone with powers. Corruption runs through the government, nobody agrees on what justice means, and the question of superhuman rights sits there like a lit fuse. Then comes the turn: Jirou has betrayed the agency and vanished. He's a fugitive now, slipping through the rain soaked alleys of Shinjuku while the same superhumans he once recruited hunt him down. So what exactly did he do? And why are the people who trusted him the first ones chasing him through the dark?
