Three little girls run Ueno like a secret agency. Yui, the shy one who cries at the drop of a hat, Sacchan, loud and hungry for awkward moments, and Kotoha, who never finishes a single game on her handheld, have crowned themselves the Colors: the town's most vigilant undercover defenders. Nobody asked them to. That doesn't matter. They have a hideout no adult is allowed inside, and a cat named Colonel who looks suspiciously like a tiny panda. Here's the thing. The threats they hunt down exist mostly in their heads. When the Colors need gadgets, they raid the knick-knack shelves at Pops's shop, and Pops plays along every single time. The local park cop Saitou isn't so lucky. He just wants to write his reports, but the girls have cast him as the villain in nearly every fantasy they cook up, and he keeps getting dragged into their games whether he likes it or not. He grumbles. He also never once walks away. So the city stays safe, more or less, and the days roll by full of tiny adventures that only make sense if you're nine years old. Somewhere in all that make-believe, though, the three of them keep noticing things the grown-ups around them have long stopped seeing. What exactly did everyone else forget on the way to becoming an adult?
