Two men sneak onto a government ship in the dead of night, hunting for a device that can bend time itself. Takasugi Shinsaku and his comrade Katsura Kogorou come from Choshu, and they want that thing gone before anyone can use it. They get their hands on it. Then someone takes it right out from under them, and the pair chases the thief all the way to Kyoto. Except Kyoto is not Kyoto anymore. The government has fallen, a deity named Susanoo sits on the throne, and the faces in the streets belong to a city the two men have never seen. So much for going home. Worse, the timepiece they thought was finished is piecing itself back together, and every time it does, a rift opens and drags pieces of other worlds into this one, wrecking everything they touch. Somewhere out there, a mysterious successor to Mugensai is waiting his turn. Can two samurai out of step with history fix a clock that refuses to stay broken, or does the man behind the curtain already know how this ends?
