Japan in the 1910s is racing forward, all telegraph wires and marching boots, yet old fears still cling to the villages. Kodou Iwamoto is a third year at Suho Middle School, a place run directly by the army that quietly collects the strange and the unexplainable. His orders send him across the country, hunting rumors. In one village they whisper about black snow falling from a clear sky. There he finds a boy who can do things no one should be able to do, and the boy is sure he is sick. Iwamoto doesn't turn him in or run. He stays. And somewhere in that cold little village, the boy starts to think maybe the two of them share something after all. That is how you earn a recommendation to Suho, though the paper hides a heavier question than it looks. Every stop brings another gifted kid, another lonely person whose power became a curse or a weapon for the adults circling them. Iwamoto hands out these letters, one after another, while the line between science, superstition and what the military needs keeps fading. So who is he really choosing when he writes a name down, and what happens to the ones he doesn't?
