A hundred years ago the tectonic plates shifted and most of Japan sank. What's left is a string of coastal cities, busy sea routes, and warships guarding them. The girls who crew those ships are called Blue Mermaids, and every kid at Yokosuka Girls' Marine High School wants to be one. Akeno and Moeka promised each other exactly that back in elementary school: live by the sea, protect it, ride the blue waves. Now they're finally at that school together, and Akeno gets her own destroyer, the Harekaze. Two weeks at sea, a crew to whip into shape, a captain's chair. Not bad for a first assignment. Then the engine acts up. The Harekaze falls behind. And out of nowhere, the instructor ship opens fire on them. On day one. With Akeno barely used to the captain's hat, her own training vessel is shooting at her, and she has no idea why. Now she has to keep her crew alive, figure out what's really going on out there, and still somehow earn those Blue Mermaid stripes. What does a fifteen year old captain do when the people who taught her are the ones pulling the trigger?
