Ninety percent of the land is underwater. Six billion people are gone. The disaster they call the Hammer of Eden left a drowned planet behind, and fourteen years later the survivors are still picking through what is left. Keel is a kid in Yabitsu, a town that only keeps the lights on because of an old nuclear generator. His relative Aoi runs the New United Nations, and she honestly believes this is the moment to build something better, where old enemies help each other out. Then a military officer named Gould decides peace is a luxury. He has a nuclear submarine, the Ulysses, and Keel's own brother Tean is on the crew. Gould launches a coup, declares war on the New United Nations, and points his guns straight at Yabitsu. Aoi's talks fall apart. Nobody wants to change. Keel's town is suddenly the front line of a war his family is fighting on both sides of. Can a boy do anything when the people he loves are the ones pulling the trigger?
