A boy comes back to Kyoto from Shanghai with a cat monster at his side. Ryunosuke figures he can just settle in and live quietly. Then he finds out the law has other plans: any youkai walking around freely with humans needs a license, and his friend Nekomaru does not have one. The Kidou Shinsengumi Co. Ltd. handles the unlicensed ones, hunting them down for a living. They also have their hands full with the Tsubamegumi, a group that hates the new rules and fights back. And the twist?
